Professor Koundouri emphasised that while effective scientific solutions are available—such as early warning systems and nature-based approaches—persistent political inaction hinders meaningful progress. With the European Union already initiating legal proceedings against Greece for delays in flood risk planning, she stressed the urgent need to move from reactive measures toward proactive, resilience-focused strategies.
